The primary idea initiator and owner of DECSI is REST. Later on, four organizations (both governmental and Civil Society Organizations – CSOs) had been taken their shares in accordance with the requirements set by the National Bank of
Ethiopia (NBE). These owners and/or shareholders, therefore, are:
- The Relief Society of Tigray (REST);
- The National Regional Government of Tigray;
- The Farmers’ Association of Tigray;
- The Women’s Association of Tigray;
- The Youth Association of Tigray.
