Human Resource Management Department

Human Resource (HR) department is one of the functional departments of DECSI working under the corporate service. HR department have a wide range responsibilities aimed at managing the employees life cycle and ensuring the well-being of work force of DECSI.  

The key HR functions are:

  •  Supervises, leads, guides and supports the Heads, HR Management and HR Planning and Training Divisions; 
  • Completes all performance management activities including: performance planning, monitoring, and annual performance appraisals;
  • Develops human resources development strategy, training plan and career development strategy to avail competent, committed and effective workforce that can bring about a difference and keep the institution ongoing;
  • Carries out periodic organizational, job and individual training and development needs analysis;
  • Identifies suitable courses to meet the training and development needs of the staff and organization and follow-up plans to see them through;
  • Organizes in-house training and development programmes in accordance with needs identified and evaluates outcome of the training undertaken;
  • Administers career management and succession planning systems to meet human resources plan needs;
  • Plays a leading and key role in motivating, evaluating, rewarding, team building and fairly administering the employees of the institution;
  • Plans, controls approves and follows up annual and other leaves of staff;
  • Maintains adequate communication system between the workforce and the management so that employees are fairly treated and grievances are settled immediately and amicably to ensure smooth labour relations;
  • Establishes and regularly reviews standard and generic job descriptions for all positions and ensures all posts have up to date job descriptions and employees holding the posts are given copies of the same;
  • Ensures that appropriate format for performance appraisal is in place and all staff have understanding of DECSI’s Performance appraisal system;
  • Advises the top management, line managers and others on human resource management issues;
  • Ensure the DECSI’s HR strategies, policies, procedures and guidelines are implemented and regularly updated and ensures compliance with best practices and standard Ethiopian laws;
  • Reviews and recommends principles on haw to motivate, attract and retain staff and promote gender diversity;
  • Conducts regular assessment regarding the safety, health and security of employees, improving the working conditions and the overall working atmosphere;
  • Develops and administer reward management and remuneration systems;
  • Ensures that all staff are kept informed of policies and procedure and of any changes;
  • Handles employee grievances, disciplinary issues and other administrative problems according to DECSI’s policies and procedures and consult with the Legal Service on staff court cases;
  • Ensure the consistent and uniform implementation of the HR policy and procedures throughout the organization;
  • When required develops/revises the organ gram of the institution and present it for approval;
  • Revises or develops new job descriptions when appropriate.
