Property Administration & General Service Department

General service and property administration department is one of the main departments of Dedebit Credit and Saving Institution /DECSI/ which is conducting the following duties and responsibilities.

  • Conducting the appropriate plan, organize, direct, lead, manage and control the overall procurement and property activities of the institution;
  • Ensure that the procurement and property administration decisions are consistent with the relevant policies and procedures of the institution as well as the applicable laws and regulations of the country;
  • Ensure that there is proper coherence between the institution plan, procurement, and purchase;
  • Advise the chief of executive officer /CEO/ and vise CEO of corporate services about the current situation of procurement and property administration of the organization;
  • Prepare annual procurement and property administration plan;
  • Prepare quarter, semi annual and annual performance report of the department;
  • Develop procurement and property purchasing related strategic and operational plan of the institution;
  • Determine appropriate policy or approach to serve organizational interest ;
  • Maintain equitable distribution of properties among different departments and zonal offices of the institution;
  • Creating equal chances for the rational competitors of the bid;
  • Ensure that creating good relationship with the vendors in order to approve sustainable of institutional benefit;
  • Prepare bid documents with clear specification for mandated times;
  • Prepare update price index for bid documents and communicate it to all budget centers;
  • Ensure and supervise the proper storing of both consumable and non-consumable items;
  • Supervise and ensure the proper functioning of property management and disposal activities;
  • Ensure that all bids and other activities of the department should be announced at the web-site of the institution in order to know all users;
  • Always ensure those pillars of procurement and property management, cost, quality, legitimacy, timeline and efficiencies.
  • Ensure the provision of efficient custodial, communication, transport etc. services to various offices of the organization;
  • Administer and manage all physical properties of the organization and provide general services such as repair and maintenance of buildings, fleet operations, and maintenance of vehicles, replacement and sales of obsolete properties;
  • Ensure the systematic and efficient management of property records and other duties and responsibilities of the department that can be used in procurement and property management activities of the organization.
